Since 1997, Star Communications has been developing and marketing high technology equipment that helps users attain global standards of efficiency. StarComm is the manufacturer of 3rdEye Vehicle Monitoring System, the first locally developed GPS-based product. It was soon followed by an enhanced version, the 3rdEye-GSM, which utilizes a GSM modem to track vehicles in real-time.

In 1999, StarComm was a finalist in the PCASTRD Outstanding R&D Award in Advanced Science and Technology by the Philippine Department of Science and Technology for its research in using SMS for Remote Data Acquisition. It was also awarded the Outstanding Small and Medium Scale Entrepreneur Award in 2000 by the Federation of Filipino-Chinese Chambers of Commerce and Industry, Inc. and the Philippine Chamber of Commerce.
